Html elements h4, base, and noscript

h4 element Heading Level 4, base element Specifies a base URL for all of the relative URLs in the document to use, noscript element Specifies alternative content to display if a client browser does not support scripts. These elements allows child elements from interactive, embedded, heading, sectioning, phrasing, and metadata content categories.
